About this tool

JPG to PDF — Turn Images Into One Document

Drop photos, screenshots or scans and combine them into a single PDF in the order you choose. Everything runs locally in your browser — no upload, no sign-up, no watermark and no file size limit.

Multiple Images, One PDF

Add JPG and PNG files together, drag them into order, and export a single document ready to email or print.

Fitted to A4

Each image gets its own A4 portrait page with a small margin, centred and scaled to fit without cropping or stretching.

Photos Never Leave Your Device

ID documents and receipts are converted in the browser, so no copy is stored on a conversion server.

How to use it

  1. Drop JPG or PNG images, or add them in several rounds. Phone photos, screenshots and scans all work.
  2. Drag the thumbnails into the order the pages should have. Clear empties the list if you want to start again.
  3. Click Combine into PDF. Each image is placed on its own A4 page, centred and scaled to fit.
  4. Download the PDF and check the page order before you send it.

Frequently asked questions

Are my images uploaded to a server?

No. Toolula processes the document inside your browser tab with pdf-lib and WebAssembly, so the file never leaves your device.

Will the images lose quality?

No. Images are embedded as they are, without recompression, so the PDF keeps their full resolution. Large photos therefore make a large PDF; run Compress PDF afterwards if it has to be smaller.

Can I use HEIC or WebP photos?

Not here: this tool reads JPG and PNG. Convert other formats first with Convert Images, or use Photo Portfolio PDF, which also accepts WebP and HEIC.

Is it really free?

Yes. You can use every Toolula PDF tool for free, without an account. The free plan has fair-use limits; Toolula Pro, an optional plan, raises them and adds advanced features.
